Summary: Lobbyists for discount brands of smokeless tobacco are livid about a "favorable tag" that Bryan Republican Sen. Steve Ogden, the Senate's chief tax bill writer, today put on a House-passed bill now in his committee.
The bill is in a race with the clock. It would raise $105 million over two years by taxing the cheap chew by weight, not as a percentage of manufacturer's price. As passed by the House, money raised would give financial incentives for baby doctors loaded with debt to set up shop in doctor-shortage areas, rural and inner city.
"Economy" brand snuff boys say Ogden flipped, that he's said before this session that the industry turf tiff shouldn't be refereed by the Legislature. Has he said that? Dunno. We reporters have had no reason to ask. Tax bills must start in the House, and before this session, a weight-based tax never hit the House floor. Until now, Ogden didn't have to take a position. But boy, did he.
